According to Bush, there's no social security "trust fund", just a buncha IOUs. He's right; would you trust an IOU from President Bush? Didn't think so. You just know this "filing cabinet" is going to have some kind of filing-related disaster and oops, looks like you can't afford both your food and your diabetes medication.
Maybe two wrongs do make a right: Illegal Immigration boosts social security. And there are a lot of illegal immigrants--10.3 mil, actually (not that you can really be precise about a thing like that).

I think Bush was going for the whole "Matrix philosophy" angle.
There is no spoon...There is no trust fund...
The Zen attitude helps him through all the cognitive dissonance.
